London Borough of Redbridge Council revitalise their parking technology ecosystem with Unity5’s Zatpark software

Flexibility and Security Topped the Request List for Redbridge

Redbridge council were looking for a configurable and robust system that would bring them major gains in customer experience, flexibility, and security. They also needed software that would allow them to ease the migration away from their old system – at scale, to the tune of 1 million PCN cases with approximately 10 million attachments. They chose Unity5’s Zatpark software to move to a new era of modernisation for their parking services. This was launched in approximately 4 weeks, via great collaboration between teams from both parties.

Unity5 brings Tangible Improvements for Redbridge Council

  • Enhanced performance at scale as the system has already processed close to 160,000 PCNs in the first 2 months of going live.

  • Pathways to consolidate other licences in future (e.g. street furniture, market stalls, skips, scaffolding).
  • An improvement in the availability of parking for the community as a result of more compliance from motorists.

Work continues to launch Environmental Enforcement systems

London Borough of Redbridge Council also needed a new way to keep their streets safer and cleaner. They wanted improved tools and software for their CEOs (Civil Enforcement Officers) to issue FPNs (Fixed Penalty Notices), to reduce environmental offences such as littering, fly-tipping, dumping of waste, anti-social behaviour, graffiti, dog fouling while supporting PSPOs (Public Space Protection Orders). AI Enhanced Assistance for the Community

Insight-Driven: For Data-Led Decisions

For a large-scale operation like Redbridge Council, migrating 1 million PCN cases required not just a new system, but a new way of seeing their data. Utilising Unity5’s dynamic reporting dashboards (launched in Summer 2025), the Redbridge Council can now build their own visual reporting hubs to gain immediate visibility over local trends.

Positive Collaboration with support from Unity5’s Implementation and Training teams

Unity5’s Implementation and Onboarding team were delighted to train staff selected by Redbridge Council to in turn train even more staff to use the new Zatpark, Zatpermit and Zatenviro systems. Hiba Butt, Resident Services Team Leader at Redbridge Council, safeguarded the customer experience throughout the transition to the new system with support from the Customer Service/Contact Centre. Many others across Redbridge Council’s ICT, Finance, Customer Services, and the supplier team helped to make a successful launch. Commenting on the support from Unity5 and early improved performance via the Zatpark system, Hiba said: “I just wanted to say a huge thank you to the Unity5 team for rolling out the Zatpermit system. We already received positive feedback in the very first week. It’s been a massive weight off my shoulders and the team’s, especially now that we’ve stopped taking manual payments over the phone. Your support has made a real difference.”
