Real-time payments lead to rising compliance levels
An online self-service portal facilitates convenient payment options. The portal has been fully integrated into Bromley’s existing council applications, ensuring a smooth user experience. As the system is updated in real-time, FPNs can be paid immediately after issue via a number of different payment methods, encouraging increased payment rates. According to a BBC news article when using the latest software some London boroughs are now starting to see reductions of up to 33% in fly-tipping alone during 2024*

Success for Bromley Council & APCOA
Unity5 partners APCOA are one of the UK’s largest full service parking management companies and they look after the front-end interface for motorists using Bromley’s car parks. Since using Unity5’s Zatenviro system Bromley Council have issued over 3,000 FPNs in 12 months – which represents a high issue rate for the council. These have been issued for a variety of offences, mainly littering – which have been paid.
Russell Peacock, Director of ANPR Operations and Environmental Enforcement at APCOA says:
“Unity5’s system is easy to use, it’s very simple to pull prosecution packs together. Bromley Council and APCOA have been successful in 15 cases that have gone to prosecution – winning all of them. The self-service aspect is very useful and council staff can very quickly change letters or progression types. The reporting suite is great and allows us to pull our own custom reports together. We’ve been delighted to develop the system together and roll out Zatpermit software to multiple local authorities.”
